Major development at Hayscastle farm refused by planners
A CALL to allow a Pembrokeshire farm diversification which packages and distributes specialist medical equipment across Europe to relocate to an agricultural building has been turned down by county planners.
In an application to Pembrokeshire County Council, Mr Van Der Spoel of Castle Villa Farm, Hayscastle, through agent Harries Planning Design Management, sought permission for the relocation and expansion of an existing farm diversification business into an existing agricultural building.
A supporting statement said the applicant, together with his wife and adult daughter ran the farm diversification at their 135-acre sheep farm.
It added: “The business run from this site is FRIO ASTRID EURO Ltd, which has a franchise agreement with FRIO UK. This business has been run from Castle Villa since its incorporation in 1998. The business was initially run from the stable building on the farmyard at Castle Villa.
“The business set-up involves receiving stock from FRIO UK in Wolfscastle, packaging orders and distributing the stock to seven Western Europe countries. There are three employees, Mr Van der Speol, his wife and adult daughter who all live at Castle Villa.”
Wolfscastle-based FRIO produces the world’s first patented insulin cooling wallet which keeps insulin and other temperature-sensitive medicines cool and safe.
The supporting statement said the Castle Villa Farm business has now outgrown the site and scope for increasing the building is unviable, and all other buildings at the farm used for agricultural purposes.
It added: “In terms of a functional need for the business to be located at this site, the applicant still farms over 135 acres surrounding the site and 300 sheep. He could be needed at any given moment to tend to these sheep, especially during lambing season. Therefore, having the site just a seven-minute walk away is vital in ensuring the agricultural use is not lost at Castle Villa.
“Additionally, the products distributed from the site are medical products and therefore, efficiency of getting these products away to purchasers is vital. Losing hours each week commuting would drastically reduce the efficiency of the business and could result in a downturn of business.”
An officer report recommending refusal said a previous retrospective application for a steel-framed storage and distribution building was refused, with a later appeal dismissed, a later application conditionally allowing the building for an agricultural use.
It also said an appeal had been lodged with Planning and Environment Decisions Wales (PEDW) in early 2024 after an enforcement notice was served, adding an inspector later confirming the only ground upheld was the period for compliance with the notice was too short.
The scheme was refused by county planners on the grounds the development “does not derive its inputs from the land, it is not therefore an enterprise for which a countryside location is essential”.
It added: “In addition, robust evidence has not been provided to demonstrate that the type of activity being undertaken could not be accommodated, or would not be viable, within a nearby settlement or an allocated employment site.
“The development also fails to demonstrate that the scheme operates as a farm diversification. Therefore, it has not been demonstrated that the development is in an appropriate location.”

Plans to rebuild arson hit building at farm with one of largest sheep flocks in Wales
A CALL to rebuild a fire-damaged Pembrokeshire farm building, as a family home to help manage one of the largest sheep flocks in Wales, has been submitted to the national park.
In the application to Pembrokeshire Coast National Park, D B Davies and Sons through agent Harries Planning Design Management, with a supporting statement by Reading Agricultural Consultants Ltd, seek permission to renovate an existing fire-damaged dwelling, together with the conversion and extension of outbuildings to form an agricultural worker’s dwelling at Mynydd Du, Rosebush.
The supporting statement through Reading Agricultural Consultants Ltd says Mynydd Du is part of a wider holding which includes Eisteddfa Fawr and land around the village of Brynberian, the farms approximately six km apart, with land under control of the applicant amounting to some 1,500 acres, with a further 3,000 acres of Preseli mountain common land also used; the land accommodating a 5,000-ewe flock with 10 suckler cows and followers.
It says DB Davies & Sons Unlimited, has five partners: the two Davies brothers, Berian and Ken; their wives; and Berian’s son, Dyfed.
Berian and Ken are in their late 70s, with most of the heavy work on the farm is undertaken by Dyfed.
Dyfed and his wife Megan are first language Welsh speakers, living some 10 km away in Nevern, while Berian and Ken, and their wives, live at Eisteddfa Fawr, Brynberian.
The dwelling at Mynydd Du, where most sheep are now wintered, is structurally sound and repairable but has been unoccupied since 1990, and was subject to arson circa 2013, the statement says.
It says Dyfed works full-time on the farm, alone with increasing frequency as the older business members are above retirement age, working “long hours out of necessity to undertake all the work associated with one of the largest flocks of sheep in Wales”.
“His working hours are extended further due to the fact that he lives remote (6kms) from the main block of land at Tyllosg, where Mynydd Du is situated in the centre of the farm. Travelling back and forth several times each day during lambing and other times during poor weather, to check on flock welfare is an arduous task and can be dangerous, particularly if driving when tired during inclement conditions.”
The statement adds: “The application seeks permission to repair the fire damaged dwelling at Mynydd Du and bring it back to serve a useful purpose to enable Dyfed to closely monitor the ewes, not only at lambing, but throughout the year when the flock is grazing on the adjacent common land.
“It will also enable Dyfed to be with his partner and young child on a more regular basis than simply at the end of a long day when he is away from their current home, tending the sheep at Mynydd Du.”
The application will be considered by park planners at a later date.

Jobs fall in Pembrokeshire as payroll numbers drop over past year
Employment down by 124 year-on-year with further monthly decline recorded in February
EMPLOYMENT in Pembrokeshire has fallen over the past year, with new figures showing a drop of 124 jobs compared with the same period in 2025.
Data for February 2026 reveals that 47,801 people were on payroll across the county, representing a 0.3% decrease year-on-year.
The latest monthly figures also show continued pressure on local businesses, with payroll numbers falling by 82 compared to January — a 0.2% drop.
The data, based on analysis of Office for National Statistics payroll figures by employment app WageSight, paints a mixed picture for the county’s labour market.
Compared with other Welsh local authorities, Pembrokeshire ranks 12th out of 22 for employment change, placing it in the lower half of performers.
The Herald understands that while some parts of Wales have seen modest job growth, others — including Pembrokeshire — continue to experience a squeeze on employment levels.
Paul Hebden, Director at WageSight said: “The latest figures underline the continued pressure on employment in Pembrokeshire. Payroll remains down compared with last year, and recent month-on-month data suggests employers are still cutting back.”
Nationally, employment trends remain uncertain, with fluctuations across different regions and sectors creating an unpredictable backdrop for businesses.
It remains unclear whether the recent decline marks the beginning of a longer-term trend or simply a short-term dip, but the figures suggest that employers in Pembrokeshire are continuing to act cautiously in the current economic climate.
