Gynaecologist previously suspended for sexual misconduct now working at Withybush
Patients left unaware of doctor’s past as Health Board refuses to deny employment
A WOMAN cancelled an urgent medical appointment at Withybush Hospital after discovering that the gynaecologist she was due to see had previously been suspended for sexually motivated behaviour.
The patient had been referred for a colposcopy and possible biopsy — an intimate and often distressing procedure. As she grew increasingly anxious on the way to hospital, she searched online to check whether the doctor she was due to see was male or female.
To her shock, press reports from the BBC and Daily Mail revealed that the gynaecologist had previously been suspended after the General Medical Council (GMC) found his conduct towards patients to be sexually motivated. In one case, he was accused of telling a pregnant woman that the procedure would be the most pleasurable experience of her life.
Despite the urgency of her appointment, the woman chose not to go ahead and asked hospital staff to confirm the doctor’s identity. A nurse is understood to have verified the match privately and helped her rebook with a different clinician.
The Herald contacted Hywel Dda University Health Board to ask whether the doctor named in these reports is currently working at Withybush Hospital or Glangwili, and whether women are made aware of his past before being booked for intimate procedures.
The Health Board did not deny that the doctor is practising. Instead, a general statement was issued by Medical Director Mark Henwood.
“While it is not our policy to comment on an individual patient or member of staff, we have robust procedures in place to ensure the safety of both staff and patients in our care.
Hywel Dda is committed to providing a safe, supportive environment where patients and staff can be confident that best practice is being followed at all times and dignity and privacy is being respected.”
“To support this, it is our policy to offer a chaperone to all patients undergoing intimate examination procedures, irrespective of gender of either the patient or the healthcare professional.”
The woman who cancelled her appointment told the Herald she believes patients should be made aware of such histories in advance, especially when undergoing internal examinations. “Nobody should be put in that position without being informed first,” she said.
The Herald also understands that some staff working at Withybush were unaware of the doctor’s background until this week.
According to the General Medical Council’s public register, the doctor’s licence to practise remains active. No conditions or warnings are currently listed.

£145m NHS Wales boost welcomed — but nurses warn staffing is key
NEW NHS funding must be matched by proper workforce planning if it is to cut waiting lists and improve patient care, nursing leaders have warned.
The Royal College of Nursing Wales has responded to a Welsh Government announcement of an additional £145 million investment in NHS Wales.
The package includes £100 million in revenue funding to reduce waiting times, £25 million capital funding for new surgical and diagnostic hubs, and £20 million for essential maintenance across the NHS estate.
The Welsh Government says the investment is intended to increase capacity, speed up diagnosis and help more patients receive planned treatment more quickly.
Up to ten surgical and diagnostic hubs are expected to be developed across Wales over the next four years. These facilities are designed to carry out high-volume planned treatment and tests away from the day-to-day pressure of emergency hospital care.
But RCN Wales said the success of the plan would depend not only on buildings and equipment, but on having enough trained staff to run the services safely.
Nicola Williams, Executive Director of RCN Wales, said: “RCN Wales welcomes this additional investment in NHS Wales and the Welsh Government’s commitment to reducing waiting times and improving patient care and outcomes.
“Investment in surgical and diagnostic hubs, alongside funding for essential maintenance, has the potential to significantly improve our population’s health, reduce delays, improve experiences and increase NHS capacity.
“However, buildings and equipment alone will not reduce waiting lists. Delivering sustainable improvements depends on having the right, appropriately trained and skilled workforce in place, and nurses will play a pivotal role in the provision of safe, effective and efficient care.”
She said robust workforce modelling and planning would be “critically important” if the hubs were to achieve their ambitions.
The announcement comes as RCN Wales joins healthcare leaders, employers and government representatives at a Graduate Summit to discuss employment opportunities for this year’s nursing graduates.
RCN Wales said it welcomed the Welsh Government’s focus on the issue, but warned that newly qualified nurses had faced uncertainty about securing permanent employment despite continuing pressure across NHS services.
Ms Williams said: “Nursing staff are telling us consistently and across Wales that, despite there being no vacancies, there is insufficient staff to meet increasing patient complexity and demand.
“Nurses are going without breaks and feel most shifts that they are unable to give the care that patients need.
“It is therefore deeply concerning that newly qualified nurses have faced uncertainty about securing substantive employment.
“Wales cannot afford to lose the talent, skills and commitment of a generation of nursing graduates that our health and care services desperately need.”
RCN Wales said retaining newly qualified nurses was essential for the future sustainability of NHS and social care services.
The union also welcomed the Welsh Government’s commitment to strengthening primary and community care, but said any shift towards treating people closer to home must be matched by investment in the nursing workforce.
Ms Williams added: “Nurses are central to delivering care closer to home and helping people stay healthier for longer.
“Any shift in resources towards primary care must be matched by investment in the nursing workforce needed to deliver these ambitions.”
The key question for west Wales is whether any of the proposed surgical or diagnostic hubs will be located in the Hywel Dda area, and whether Pembrokeshire patients will see a direct benefit from the new funding.
No specific locations have yet been confirmed.
RCN Wales said it looked forward to working with the Welsh Government and health service partners to ensure the investment delivered lasting improvements for patients and supported the nursing workforce on which those improvements depend.

Wales has highest stillbirth rate in UK for third year running, charity says
Sands calls for urgent targets to reduce baby deaths and improve mental health support for bereaved parents
WALES has recorded the highest stillbirth rate in the UK for the third year in a row, according to baby loss charity Sands.
The charity has called for urgent action from the Welsh Government following the publication of the latest MBRRACE-UK perinatal mortality surveillance report, which tracks stillbirths and neonatal deaths across the UK.
Sands says there has been a lack of political focus on maternity safety and saving babies’ lives in Wales, despite repeated reviews.
The charity is calling for clear national targets to reduce stillbirths and neonatal deaths, as well as action to eliminate inequalities linked to ethnicity and deprivation.
Aidan Smith, Wales campaign lead for Sands, said: “There has been a lack of political focus and attention on maternity safety and saving babies’ lives in Wales in recent years.
“There has been review after review, but little change. At Sands, we are supporting bereaved parents across Wales to campaign for targets to reduce stillbirths and neonatal deaths and eliminate inequalities by ethnicity and deprivation.
“Bereaved parents are calling for accountability. Targets to reduce stillbirths and neonatal deaths will help ensure that saving babies’ lives becomes the political priority it should be.”
Sands says England introduced targets to reduce baby deaths in 2015, helping focus political decision-making and transparency.
Mr Smith said analysis by the Sands and Tommy’s Joint Policy Unit suggested that more than 1,000 babies in Wales may have survived if stillbirth and neonatal mortality rates had matched the best performing countries in Europe between 2019 and 2023.
The charity wants the Welsh Government to introduce new targets running to 2035, including reducing the stillbirth rate to 2.0 stillbirths per 1,000 total births, and reducing neonatal mortality to 0.5 deaths per 1,000 live births for babies born at 24 weeks’ gestation and over.
It is also calling for inequalities in baby loss linked to ethnicity and deprivation to be eliminated.
Mr Smith said Wales also needed better monitoring of maternity outcomes, including a national data dashboard to track changes over time and identify differences between health boards and population groups.
He said more complete data was needed on ethnicity and social risk factors to understand which families were most at risk of pregnancy and baby loss.
Sands has also raised concern about a lack of specialist psychological support for bereaved parents in Wales.
Mr Smith said there was currently only one specialist NHS service providing mental health support to bereaved parents, the Onnen service in Cardiff and Vale.
He said: “The Welsh Government must evaluate the Onnen service in Cardiff and Vale and expand this to all health boards across Wales.
“All bereaved parents in Wales should have access to specialist psychological support regardless of where they live, the type of pregnancy or baby loss they experienced, or how long ago it was.”
The Welsh Government said support was available to families affected by pregnancy loss and pointed to work taking place across health boards.
A Welsh Government spokesperson said: “The loss of a baby at any stage of pregnancy is devastating. Families who experience pregnancy loss at maternity units in Wales are supported by bereavement midwives, in conjunction with Sands, and offered memory boxes, which include a certificate of birth.
“Since 2016, stillbirth rates in Wales have shown a downward trend. The latest Perinatal Mortality Surveillance report acknowledges that in Scotland, Wales, and Northern Ireland, year-to-year variation in rates is often more pronounced because of lower birth numbers.
“All health boards are committed to improving quality and safety in perinatal care – through enhanced clinical reviews, early warning surveillance, safer preterm birth care, and structured learning from incidents.”
Hywel Dda University Health Board said it recognised “how devastating the loss of a baby is for parents and their families” and said its maternity and neonatal teams worked to provide safe, compassionate and supportive care.
Dana Scott, Director of Midwifery and Professional Governance for Women and Children at Hywel Dda, said the health board had “robust safety measures and clear clinical processes” in place across its maternity services.
She said Hywel Dda’s review processes were aligned with MBRRACE-UK and the Perinatal Mortality Review Tool, ensuring the health board listened, learned and reflected on each baby loss.
Ms Scott added that every family affected by stillbirth or neonatal death had access to dedicated bereavement midwives and nurses, as well as psychological support, follow-up care and opportunities for memory-making.
She said the health board also worked closely with its local Sands group and remained committed to learning from national reports to improve maternity safety locally.
Sands said the new Welsh Government now had an opportunity to act.
Mr Smith added: “Bereaved parents across Wales are campaigning for accountability and change. The new Welsh Government has a chance to reset the narrative by implementing targets to save babies’ lives, eliminating inequalities in loss by ethnicity and deprivation, and rolling out specialist mental health support for bereaved parents across Wales.”
Sands provides support to anyone affected by pregnancy loss or the death of a baby, including a confidential helpline, email support, online groups and local peer-support networks.
