Innovative Pembrokeshire net zero project in gains momentum
IN A GROUNDBREAKING move towards achieving net zero emissions, RWE and Dragon LNG have embarked on a pioneering venture that could reshape the industrial landscape of South Wales. The collaboration aims to develop the Multi-Utility Service Transit (MUST) infrastructure project along the Milford Haven Waterway, a significant stride in the region’s journey towards sustainability.
The MUST project is currently under a feasibility study to determine its potential impact. This visionary project promises numerous environmental benefits, including the complete elimination of CO2 emissions from Dragon LNG’s regasification process. This is achievable through the innovative use of residual process heat from RWE’s Pembroke Power Station generators.
Another significant aspect of the project is establishing a route to export CO2 from a potential carbon capture plant at Pembroke Power Station. Additionally, the project paves the way for developing CO2 liquefaction, storage, and shipping capabilities at Dragon LNG. This will further strengthen the UK’s position in global environmental efforts.
Moreover, the project aims to establish an additional export route for blue and green hydrogen from the south to the north side of the Milford Haven waterway. This would potentially include hydrogen from RWE’s Pembroke Green Hydrogen projects, marking a significant advancement in renewable energy technology.
Beyond environmental benefits, the MUST project offers a unique opportunity for other industries to access crucial infrastructure for broader industrial decarbonisation. This includes supply water, direct wire connections from potential offshore renewables, and other utilities or products.
The South Wales Industrial Cluster (SWIC) Deployment Project, a flagship collaborative effort, encapsulates the MUST project as a critical component in achieving net zero infrastructure. It has received significant backing from UK Research and Innovation (UKRI) through its Industrial Decarbonisation Challenge program, assisting in the engineering and design phases.
Dr Bryony Livesey, Industrial Strategy Challenge Fund (ISCF) Director for Industrial Decarbonisation, highlighted the project’s importance in achieving the UK’s net zero emissions goal by 2050. She expressed enthusiasm for supporting the MUST project to meet its objectives.
Sarah Jennings, Executive Director at Natural Resources Wales, emphasized their commitment to supporting the project through its feasibility stage. She stressed the importance of balancing decarbonisation ambitions with the conservation of sensitive natural sites like the Pembrokeshire Marine SAC and Milford Haven Waterway SSSI.
Simon Ames, MD of Dragon LNG and Dragon Energy, expressed excitement about Dragon’s future role in community and environmental sustainability. He acknowledged the importance of government and regulatory support to ensure sustainable development while protecting the environment.
Richard Little, RWE Director of PNZC, expressed delight over the funding received for the MUST project. He underlined the project’s role as a key enabler of RWE’s Pembroke Net Zero Centre (PNZC), a comprehensive multi-technology decarbonisation initiative in South Wales.
The MUST project stands as a beacon of innovation and sustainability, promising a greener, cleaner future for Pembrokeshire and beyond. With significant support from industry leaders and government bodies, it marks a pivotal moment in the region’s environmental journey.

Chris Packham backs Carmarthen ‘nature crisis’ climate screening
BROADCASTER and environmental campaigner Chris Packham has backed a free public screening in Carmarthen aimed at encouraging local discussion about the climate and nature crisis.
The People’s Emergency Briefing will be shown at St Peters Civic Hall, Carmarthen, on Friday, May 22, at 7:00pm.
The screening will be followed by a facilitated community discussion involving residents, local leaders and invited decision-makers.
The event forms part of a UK-wide programme intended to help the public and policymakers better understand the risks posed by climate change and biodiversity loss.
The film follows the National Emergency Briefing held at Westminster Central Hall in November 2025, where more than 1,200 MPs, peers and leaders from business, culture, faith, sport and the media gathered to hear evidence from leading experts.
The briefing, introduced by Chris Packham CBE, examined the impact of climate and nature breakdown on food security, public health, infrastructure, the economy and national security.
It has since been adapted into a 50-minute public film, which launched nationally in April and is now being screened in communities across the UK.
Chris Packham said: “I’d encourage people everywhere to attend a screening of The People’s Emergency Briefing.
“It creates exactly the kind of honest local conversation we now urgently need, both about what these changes mean where we live, and about what we can do together to address them.”
Organisers say the Carmarthen event comes at a time of growing local concern over flooding on the rivers Towy and Gwili, as well as biodiversity loss linked to pollution incidents.
After the film, those attending will be invited to take part in a structured discussion about the issues raised and what they may mean locally.
Local MPs, councillors and other influential figures have also been invited.
Philip Hughes, one of the organisers, said: “This is about creating space for people to come together, look at the evidence, and begin a more open and informed conversation about what it means for our community.
“It is also about how we can support the bolder action now called for by the science, which will also do so much to improve lives, as the film explains.”
Tickets for the Carmarthen screening are free, but advance registration is encouraged.

Welsh windfarms to power major construction materials firm
A MAJOR construction materials company has signed a long-term deal to use renewable energy from Welsh windfarms as part of efforts to cut carbon emissions.
Energy firm RWE has agreed a 15-year contract to supply electricity to Breedon Group plc, which operates sites across Great Britain producing materials including concrete, asphalt and cement.
Under the agreement, RWE will provide around 70 gigawatt hours of renewable electricity each year from its windfarm portfolio.
The power will initially come from the Gwynt y Môr offshore windfarm, about 24km off the coast of North Wales in the Irish Sea. From 2033, supply will switch to the Brechfa Forest West onshore windfarm in Wales.
The electricity will support the production of key building materials, helping Breedon reduce emissions linked to its energy use in a sector widely regarded as difficult to decarbonise.
RWE said the agreement highlighted the role renewable energy can play in helping heavy industry move towards lower-carbon operations.
Olaf Lubenow, head of commodity solutions at RWE, said: “This agreement underlines our commitment to supporting the construction materials sector on its journey towards a more sustainable future.
“By supplying renewable electricity from our wind portfolio, we are helping to reduce the carbon footprint of Breedon’s operations.”
Breedon said the deal would also provide long-term energy stability while supporting its wider sustainability plans.
Donna Hunt, the company’s sustainability director, said the agreement marked “a meaningful step forward”.
She said: “It secures long-term energy supply and helps accelerate the reduction of emissions from our operations.”
The company has set targets to cut emissions across its business by more than 20% by 2030 and to reach net zero by 2050.
The agreement reflects a growing trend of major industrial firms turning to renewable energy to help meet climate targets while managing rising energy costs.

Pembroke Power Station National Grid shutdown power plans
A CALL to site specialist diesel generators at Pembroke Power Station to help keep the lights on in the event of a National Grid shutdown has been lodged with county planners.
In a screening application to Pembrokeshire County Council, RWE Generation UK PLC, through Ove Arup & Partners Ltd, wants to site up to six containerised diesel generators, diesel storage tank(s) and electrical connections at Pembroke Power Station, Pwllcrochan, near Pembroke.
The application site is within the site of the existing Pembroke Power Station, a combined-cycle gas turbine (CCGT) station which began commercial operation in September 2012, with a gross consented capacity of about 2,199 megawatts electric (MWe), replacing the previous oil-fired power station which operated for almost 30 years and was decommissioned in 1999.
A supporting statement says, subject to confirmation, it is considered to comprise permitted development, the scheme “a standalone plant, with its own fuel supply, capable of starting up, operating and shutting down independently from the power station”.
It adds: “It is required only in an emergency to maintain plant status and keep the power station operationally ‘ready’ in the event of a total or partial shutdown of the National Grid system. It is not required for the normal operation of the power station and does not extend its capacity, which remains as already consented, therefore it is not considered a change or extension.”

On need, it says it is mandatory that all electricity generators of over a megawatt have to adopt a new minimum standard of asset resilience; power stations “must be capable of restoring demand on the National Grid electricity transmission system in the event of a total or partial shutdown of the National Grid system”.
“The Power Station does not currently meet this new asset resilience standard, therefore new back-up power, control philosophy and on-site services that support site critical systems enabling the power station to remain ready to operate must be implemented.
“RWE is required to install a new enhanced emergency site auxiliary solution (diesel generators and diesel storage tanks) at the power station for resilience against the failure of the interconnected electricity distribution network into which it is normally connected in order to satisfy the Grid Code requirements by the mandated implementation deadline of December 31, 2026.
“RWE will make operational and fuelling provision, within its new resilience design at Pembroke power station of up to 120 hours, in order to provide capability to a slightly enhanced standard known to be valued by the National Energy System Operator (‘NESO’) in certain emergency network scenarios.”
It says construction is hoped to start in July 2026, lasting approximately nine to 12 months, the main part across the summer months.
The call will be considered by county planners at a later date.
