Pembrokeshire gardening duo face fraud and harassment charges
Brothers accused of targeting vulnerable residents during commercial gardening work
A PEMBROKESHIRE gardening duo has appeared before a district judge charged with fraud by false representation and engaging in aggressive, coercive, and harassing commercial practices.
Billy Lovell, 37, and Timothy Lovell, 35, both of Under the Hills, Merlins Bridge, Haverfordwest, appeared before District Judge Mark Layton sitting at Haverfordwest Magistrates’ Court on Tuesday.
Billy Lovell faces a total of 16 charges, while Timothy Lovell faces 15 charges under the Fraud Act and the Consumer Protection from Unfair Trading Regulations.
The allegations date back to 2024, when the pair are accused of carrying out gardening work for three complainants described by Pembrokeshire County Council as “vulnerable.”
Prosecutors allege that the Lovells failed to disclose required information about off-premises contracts, leading the customers to make payments they would not otherwise have made.
The brothers are also accused of using aggressive commercial practices, allegedly impairing the freedom of choice of their customers through harassment, coercion, and undue influence.
They further face allegations of dishonestly making false representations to the consumers, intending to make personal gains of £4,700, £2,650, and £850 respectively.
The offences are alleged to have occurred at properties in Clynderwen, Crundale, and Haverfordwest.
Neither defendant entered a plea. Given the seriousness of the allegations, Judge Layton declined jurisdiction.
Billy and Timothy Lovell will next appear before a judge sitting at Swansea Crown Court on December 5. Both were released on unconditional bail.

Two arrested after woman rescued from Main Street building in Pembroke
POLICE have arrested two men on suspicion of rape and false imprisonment following a serious incident on Main Street, Pembroke, on Sunday morning (Nov 9).
Dyfed-Powys Police said officers were called at 9:45am to reports of a woman in distress at a property above Mehfil’s Indian restaurant. The woman was taken to hospital by ambulance.
Two men, aged 36 and 27, were arrested at the scene. They have since been released on bail while police enquiries continue.
Officers remained outside the premises for much of the morning, with several police vehicles and ambulances attending. A cordon was placed around the entrance to Willings Walk shopping arcade as forensic work was carried out.
The Herald understands that the woman’s condition is stable, and police have confirmed that an investigation into the incident is ongoing.

Two arrested after late-night assault in Milford Haven
POLICE have confirmed that two men were arrested following a serious late-night assault on Charles Street, Milford Haven, on Saturday (Nov 8).
Officers were called to the scene at around 11:30pm after reports of an assault near Market Square.
A 62-year-old man was taken to hospital with injuries that are not believed to be life-threatening.
Benjamin Cullen, aged 19, was arrested and later charged with assault occasioning actual bodily harm.
He was due to appear before Haverfordwest Magistrates’ Court today (Nov 10).
A second man, aged 36, was also arrested on suspicion of assault and has been released on bail pending further police enquiries.

Two women rescued from water at Milford Marina
POLICE and ambulance crews were called to Milford Marina at around 8:10pm on Thursday (Nov 6) after reports that two women were in the water near the Ty Hotel.
Both women were recovered safely from the water by emergency services and taken to hospital for assessment.
A Dyfed-Powys Police spokesperson said: “Police were called at 8:10pm, Thursday, November 6 to a report that two women were in the water at Milford Marina. Both were recovered from the water and taken to hospital. One was later arrested on suspicion of a public order offence.”
The Herald witnessed a large emergency response, with two ambulances, an ambulance response vehicle and five police vehicles attending the scene.
The Angle Lifeboat was initially tasked by stood down, the RNLI confirmed.
A woman, wrapped in a towel and visibly cold, was seen being escorted into a police van by officers shortly before 9:00pm.
The incident is now under investigation.
