Panel endorses precept rise close to inflation

Published

on

inflation risePOLICE and Crime Commissioner Christopher Salmon has welcomed a Dyfed-Powys Police and Crime Panel decision to accept his proposal for a council tax precept rise close to inflation.

On Friday, January 24, the Panel discussed his recommendation of a 2.1% rise in the policing element of council tax payments for householders across Carmarthenshire, Ceredigion, Pembrokeshire and Powys. It was accepted and will now be publicised to householders across the region.

This month it was reported that the UK inflation rate, as measured by the consumer prices index, had fallen to a four-year low of 2.0%.

Mr Salmon said: “There remains significant pressure on household budgets. My precept – in real terms a rise of close to 0% – balances the needs of families with the needs of our police service.

“My priorities are strong frontline policing and a precept that has public support.

“We plan 30 brand new police officer posts over the next 18 months, have already made the police more accessible to the public and are working a lot more closely with key partners.

“Putting the public first in all that we do is a philosophy that I and the Chief Constable are committed to as we continue to keep Dyfed-Powys safe and to help Britain to balance its books.”

Mr Salmon’s council tax rise will result in a policing precept at council tax band D of £210.60 (up from £206.28) – an increase of 8.3p per week. It will help deliver a 2014-15 Dyfed-Powys Police budget of £97.894m. Throughout November, Mr Salmon consulted the public on a 3.1% precept rise. The feedback helped him in proposing the 2.1% figure.

In 2014-15, Government funding to Dyfed-Powys will fall in by 4.8% from £55.659m to £53.008m. The 2.1% precept rise will produce £44.886m for Dyfed-Powys Police.

The £97.894m budget includes cost reductions of £3.747m highlighted by the Chief Constable and Commissioner. These include savings to be made through the force’s Public First restructure.

Mr Salmon said: “Public First, driven by the Chief Constable, will see the Dyfed-Powys civilian support services become resourceful, agile, lean, adaptable and flexible. They will deliver efficient and effective support to frontline policing.

“The public tell me they want strong frontline policing. In modernising and streamlining our support services we will enable the police to do policing – and we will be offering more for less.

“Government funding for police forces has fallen by 20% over the past few years and one of my priorities is to ensure that we spend wisely in Dyfed-Powys. This money, after all, belongs to the taxpayers.”

While hemp-derived cannabidiol is lawfully permitted in the United States, laws change from state to state and nation to territory. Bringing original bottles with legible ingredient lists and lab reports can prevent likely issues at customs. A brief research before takeoff ensures a hassle-free and relaxed adventure.

Driver sentenced for cannabis offences on Cleddau Bridge and in Wolverhampton

Published

on

A WOLVERHAMPTON motorist has been disqualified from driving after admitting two separate cannabis-driving offences, including one on the Cleddau Bridge.

Doel Lyons appeared before Haverfordwest Magistrates’ Court on Thursday (July 23), where he pleaded guilty to both charges.

The first offence took place on December 22, 2025, when Lyons drove a Honda Civic along the A477 Cleddau Bridge at Pembroke Dock.

A blood test showed seven micrograms of Delta-9-tetrahydrocannabinol, the main psychoactive compound in cannabis, per litre of blood.

The second offence occurred on March 30 this year, when Lyons drove the same Honda Civic along Tithe Croft in Wolverhampton with cannabis in his blood above the legal limit.

Magistrates imposed a 12-month driving disqualification for each offence and fined Lyons £233 on each charge.

He was also ordered to pay £85 in prosecution costs in relation to each conviction.

The court register does not specify whether the two periods of disqualification are to run concurrently.

Separate allegations that Lyons drove another vehicle while over the cannabis limit and without insurance in Staffordshire in September 2025 remain outstanding.

No pleas have been entered to those charges, which were adjourned for a plea hearing at Wolverhampton Magistrates’ Court on July 29.

Pembrokeshire teenager given referral order after shoplifting spree

Published

A PEMBROKESHIRE teenager has been given a 12-month referral order after admitting a string of shop thefts and damaging a police vehicle.

The youth appeared before Haverfordwest Magistrates’ Court on Thursday (July 23), where guilty pleas were entered to 11 theft offences committed between April and June.

The offences involved shops in Haverfordwest, Milford Haven and Neyland, with alcohol targeted in the majority of the incidents.

Items stolen included BuzzBall alcoholic drinks, vodka, cans of Red Bull, crisps, chewing gum and a sandwich.

The court heard that several of the thefts took place at retail parks in Haverfordwest and Milford Haven, while others occurred at stores in Neyland and Milford Haven town centre.

The individual also admitted causing £180 worth of damage to a Dyfed-Powys Police vehicle in Neyland on June 26.

Magistrates imposed a 12-month referral order, which will require the teenager to work with the Pembrokeshire Youth Offending Team and comply with a contract agreed with a youth offender panel.

Compensation totalling £336.77 was ordered in relation to the stolen property and damage to the police vehicle. The teenager’s guilty pleas were taken into account.

The court imposed reporting restrictions under the Children and Young Persons Act 1933. Nothing may be published which could identify the youth.
