Scheme to replace turbine with one 100 foot taller expected to fail

A SCHEME to replace a wind turbine next to one of the main south Pembrokeshire roads to Tenby with one nearly 100 foot taller is expected to be refused by county planners.

Tim French of CWE DS Limited is seeking permission to replace a current 60.5m high turbine with one up to 90 metres, or just under 300 foot, high on land north of Summerton Farm, near the B4318 road from Sageston to Tenby.

The application, some 1.5km east of Sageston and 1.6km northwest of St Florence, will be considered by Pembrokeshire County Council planners at their February 13 meeting, with an objection to the scheme by the council’s landscape officer recorded in an accompanying report.

The replacement EWT DW61 wind turbine would have a generating capacity of 330kW with a hub height of 59 metres and a blade tip height of 90 metres.

Agent Neo Environmental Ltd, in a supporting statement, says: “The Proposed Development would consist of a single turbine, with a rated output capacity of 330kW to ensure the existing maximum site grid capacity is met.

“Whilst there is no change in the rated output capacity compared to the existing turbine, energy production on-site would be greater due to the following factors: improved reliability of newer turbine technology; increased wind speeds at higher elevations; improved wind to energy conversion efficiency of newer turbine technology; and increased swept area of wind capture.

“The applicant proposes to use a EWT DW61 as a candidate turbine, with the potential to replace with a similar model, with a maximum tip height of 90m.”

The report for members says the council’s landscape officer has disputed the applicant’s Landscape Visual Impact Assessment view the change in visual impact “for a very large turbine in a rural landscape” would be ‘slight’.

The report also says supplementary planning guidance recommends a far larger scoping area for potential visual impacts on larger turbines; a much smaller 5km study area instead being used, adding the proposal “is considered to contain insufficient information to demonstrate that the development would not have an adverse cumulative visual impact”.

It finishes by saying the proposal” is considered to have a detrimental visual impact and contains insufficient information in respect of cumulative impact”.

The application is recommended for refusal on the grounds its height and scale would have a detrimental impact on the visual amenity of the locality, with the additional clause of failing to comply with supplementary guidance.

Second homes council tax levels to drop in Pembrokeshire

SECOND homes council tax premiums in Pembrokeshire are to drop from the current 200 per cent rate to 150 per cent, despite warnings it could lead to a council tax rise next year of as much as 14 per cent.

At today’s October 17 meeting of Pembrokeshire County Council’s full council, two attempts to lower the second homes council tax premium in Pembrokeshire were made, with members hearing the changes could lose the council between £2.6m and £5.2m, and could increase next year’s overall council tax rise to as much as 18.8 per cent.

Pembrokeshire is currently expected to see an 11.14 per cent council tax rise in the next financial year.

Second-home owners, since this financial year, have been paying a 200 per cent premium on their council tax, effectively a treble rate, following an increase from the previous 100 per cent (or double rate) premium.

Under Welsh Government legislation, local authorities are able to increase the council premium on second homes to as much as 300 per cent, effectively a quadrable rate.

Long-term empty properties in the county are also currently charged a premium council tax rate: 100 per cent after 24 months, 200 per cent after 36 months, and 300 per cent after five years.

At the October 17 meeting of Pembrokeshire’s full council, members were recommended to back the premium remaining at the current 200 per cent, with the long-term empty property rates also remaining at the current levels, and to write to Welsh Government asking for a reduction in the 182-day criteria for holiday lets rate relief.

At the meeting, two alternative proposals for a lower second homes premium rate were brought before members; a 100 per cent premium by Conservative group leader Cllr Di Clements, and 150 per cent by Independent Group (IPG) leader Cllr Huw Murphy.

Members were told by director of resources Jon Haswell that a reduction of the premium to 100 per cent would lead to additional financial pressures to the council of £5.2m, which would lead to a predicted council tax increase of 18.87 per cent against an expected general increase of 11.14 per cent.

Cabinet member for finance, Cllr Joshua Beynon moved the recommendations be backed, adding: “Every 25 per cent reduction would reduce the amount raised by the council by £1.3m, already we have a very difficult financial situation, that is the reality of local government finance, we are stretched in terms of demand for services.”

Cllr Clements, in her amendment, said the council was using second-home-owners as “cash cows,” with the revenue raised used to fund the general budget.

“This policy is a blunt tool, for me it’s about fairness and proportionality.

“I question the financial sustainability of this local authority if it relies on these council tax powers; when second home-owners throw in the towel where will the council go?

“In relation to second home-owners the message [we send] is clear: ‘We don’t want you’.”

Cllr Tony Wilcox said that any reduction in the rate for second-home-owners would impact on ordinary council tax-payers in the county.

“Why are we penalising 85-95 per cent of our own people to pander for a political point?” he asked, adding: “The overwhelming majority of our residents aren’t affected by this, we are going to penalise the majority.

“I really can’t see how we are contemplating really high council tax rises for the majority of our county.”

Cllr Clement’s amendment was defeated; Cllr Murphy’s own amendment then being heard, with Conservative group member Cllr Aled Thomas, urging his fellow Conservatives to support the independent group, saying: “This is a half-way step, I would hope the group would put their vote behind the IPG.”

Council leader Cllr Jon Harvey, who said Cllr Murphy had previously been supportive of the 200 per cent rate, warned: “On this proposal we are talking about £2.6m loss to the council, or about three-and-a-half per cent on council tax. What additional services are you prepared to cut, or are you prepared to increase council tax over and above?

“I am not prepared to justify to our residents why I voted to reduce second homes tax and then put that burden or service cuts on them, they certainly will be worse off in my opinion if this goes through.”

After Cllr Murphy’s ammended was backed, a later proposal by Cllr Alan Dennison to change the empty property premium to 300 per cent after two years was deferred, being considered by the council tax working group before coming before Cabinet at its December meeting.

Members also agreed to write to Welsh Government asking them to reduce the 182 days let threshold.

Royal George Pembroke’s kitchen closes ‘due to construction site’

The Royal George pub has announced the closure of its kitchen until further notice, citing a significant decline in customers due to local construction works. The announcement, made yesterday, follows ongoing disruptions caused by the closure of the South Quay Car Park and the commencement of major building projects in the surrounding area.

In a statement, the pub’s proprietor Phil Lewis expressed deep regret over the decision, explaining that the impact of the construction on their food service has been profound. “After a great deal of thought and with reluctance, I have come to the decision to close our kitchen due to a significant decline in custom,” he said. The Landlord also noted that the disruption is expected to worsen as the construction project continues over the next 18 months.

The kitchen closure comes after a steady drop in food sales, which he attributed directly to the reduced footfall in the area. “Food sales have dramatically slumped and cannot sustain continued trading to the standards that Mandy and I have worked so hard to uphold,” he added.

Despite the kitchen closure, the Royal George will remain open for business. Phil has reassured patrons that bar services, including the sale of ales, wines, and spirits, will not be affected. “The pub will battle on!” he declared, thanking regular customers for their continued support over the years.

The pub hopes to resume kitchen services once the disruptions subside and some level of normality returns.

SAMUEL KURTZ, Member of the Senedd for Carmarthen West and South Pembrokeshire, recently visited the Jobcentre Plus in Pembroke Dock to learn more about their work in supporting local residents to return to employment, access skills training, and claim the benefits to which they are entitled.

During his visit, Samuel toured the facility and met with Work Coaches to discuss their vital role in connecting jobseekers with employers, as well as helping individuals develop the skills needed for future opportunities. The staff also provide advice on employment benefits and assist in the transition to Universal Credit.

Commenting after the visit, Samuel said: “I wanted to gain a better understanding of the current employment landscape in Pembrokeshire and the support available to those seeking work. We had productive discussions about addressing the increasing number of economically inactive people and explored innovative ways to match jobseekers with suitable roles.

“The staff at Jobcentre Plus do an excellent job in linking individuals with government employment and benefit services, and they do so with great professionalism and compassion. I look forward to working closely with them to help fill upcoming job opportunities, particularly with the exciting prospects in the Celtic Freeport and Pembrokeshire’s growing renewable energy sector.”
