Contractors ‘owed thousands’ as social housing construction work stops
WORRIED sub-contractors who say they are owed thousands of pounds from construction firm WRW based in Llanelli have been contacting the Herald saying they have not been able to get onto site.
The gates have been locked on the council’s flagship development of social housing in Johnston this morning (Thursday) with workers saying they have equipment “stuck on site”.
One worker said his firm was owed tens of thousands of pounds.
Thirty-three affordable units are currently part constructed in a scheme by Pembrokeshire County Council. It’s on the site of a former primary school at Cranham Park, Johnston – but the future of the scheme is now in doubt following the main developer going into administration.
The council said in a big PR launch last year that the development is constructing the first council houses to be built in the county of Pembrokeshire for over 25 years.
A PCC source told The Pembrokeshire Herald: “The Council understands WRW has entered administration. It did so without any warning to the Council, who are desperately trying to establish what is going on.”
“The projects affected in Pembrokeshire include the new housing development in Johnston, the new flats development in Milford Haven and affordable landmark housing scheme in St Davids.”
“The Council hopes to be able to provide an update on Thursday afternoon.”

Park backs community projects with sustainability funding
Five community initiatives receive support through Sustainable Development Fund
FIVE community-led projects across Pembrokeshire have secured funding from the Pembrokeshire Coast National Park Authority (PCNPA) following a competitive round of the Sustainable Development Fund (SDF).
The authority’s Grants Committee met in late January to consider fifteen applications from across the county. Members said the quality of submissions was exceptionally high, making the selection process particularly challenging.
Projects were assessed on how well they supported the aims of the SDF, which promotes sustainable development, community resilience and environmental improvement within the National Park.
The five successful applicants were:
Transition Bro Gwaun
Yr Hen Ysgol, Dinas
The Wildlife Trust of South and West Wales (Skokholm Island)
Angle Village Hall
St Davids City Council
The successful bids include plans to install renewable energy systems in community buildings and carry out energy-efficiency retrofit improvements to local hubs used by residents.
Bethan Jones, Sustainability Officer at the Park Authority said: “It was encouraging to see such ambitious ideas emerging from our local communities. These projects offer innovative solutions that will deliver a lasting, positive impact across communities in the National Park.”
Work on the funded projects has already begun following confirmation of the grants.
Details of the next round of Sustainable Development Fund funding will be announced once future budgets have been confirmed. Updates will be shared through Pembrokeshire Association of Voluntary Services (PAVS) and other local community networks.

Politicians seek legal advice over hospital decisions as petition passes 11,000 signatures
PEMBROKESHIRE’S two Members of the Senedd have written jointly to the Welsh Government’s Counsel General seeking legal advice on possible ways to challenge decisions made by Hywel Dda University Health Board affecting healthcare services in the county.
Paul Davies MS and Samuel Kurtz MS have asked the Counsel General, Julie James MS, to outline what legal mechanisms may exist to scrutinise or challenge the health board’s decision-making process, particularly in relation to changes impacting services at Withybush Hospital.

Their move comes amid growing concern from residents, clinicians and community groups about the impact of service changes on patient safety and access to care, especially in a rural county where travel times to alternative hospitals can be significant.
Public concern has also been reflected in a petition calling for intervention over the future of services at Withybush Hospital. The petition has now attracted more than 11,000 signatures and continues to gain support.
Having passed the required threshold, the petition can now be considered for debate in Senedd Cymru.
The two MSs say the level of public backing highlights the strength of feeling locally and the need for greater scrutiny of decisions being taken about healthcare provision.
Paul Davies MS said: “Residents across Pembrokeshire are deeply concerned about the cumulative impact that changes to healthcare services could have on patient safety and access to care in a rural area. The fact that more than 11,000 people have signed the petition highlights just how strongly people feel about this issue.”
Samuel Kurtz MS added: “People deserve confidence that decisions affecting vital healthcare services have been taken properly and with full consideration of the impact on local communities. We have therefore written to the Counsel General to seek advice on what legal avenues may exist to challenge these decisions and what powers the Welsh Government has to intervene where serious concerns have been raised.”
The MSs have also asked the Welsh Government to clarify what role it can play in reviewing or intervening where there are significant concerns about the governance and decision-making processes of a health board.

Nearly 50 homes to be built at Cardigan estate
COUNCILLORS have approved plans for a new housing development of 48 homes, including ten affordable properties, on a west Wales estate.
The scheme at Maes y Dderwen in Cardigan was granted planning permission at the March 11 meeting of Ceredigion County Council’s Development Management Committee.
The application, submitted by TID Holdings Ltd through agent Trevor Hopkins Associates Ltd, forms part of the third phase of development at the Maes y Dderwen estate.
In total, the scheme will deliver 48 homes, ten of which will be affordable units in line with the council’s policy requiring 20 per cent affordable housing.
Cardigan Town Council supported the application but requested that a higher proportion of affordable housing be included.
One member of the public objected to the plans, arguing the development represented an overdevelopment of the site. Concerns were also raised about whether there was sufficient local demand for the homes, suggesting they could be purchased by buyers from outside the area, as well as raising questions about the impact on local infrastructure.
However, planning officers advised councillors that outline permission for residential development at Maes y Dderwen had first been granted in 1992, and the site has been subject to several planning applications since then.
The latest proposal includes 38 open-market homes comprising six three-bedroom bungalows, twelve four-bedroom detached houses, ten three-bedroom semi-detached houses, four three-bedroom terraced homes, and six two-bedroom flats.
The affordable housing element will consist of six three-bedroom semi-detached houses, one three-bedroom detached house, and three terraced homes, including two two-bedroom properties and one three-bedroom unit.
Planning officers said the mix of housing types would help meet a range of local housing needs.
The report stated that the inclusion of bungalows was “particularly positive” as it supports accessibility and lifetime homes principles, providing suitable housing for older residents and people with mobility needs. Flats and smaller terraced homes would provide options for first-time buyers and smaller households, while larger detached and semi-detached properties would help meet family housing demand.
The scheme also includes provision for communal accessible open space and a natural play area.
Responding to objections, the report noted that the site is allocated for housing within the development plan and that the proposed density is below recommended guidelines.
Officers added that planning policy cannot control who ultimately purchases the homes and confirmed that no statutory consultees had raised concerns about infrastructure capacity.
Members of the committee unanimously approved the development, subject to the completion of a Section 106 legal agreement and approval of the associated play space.
