Council leadership hopeful responds after anti-Tory rally photos surface
Independent group leader says she has “never been a member of any political party”
QUESTIONS have been raised over the political background of one of the councillors seeking to become the next Leader of Pembrokeshire County Council after photographs resurfaced showing her attending a Jeremy Corbyn rally holding an anti-Tory placard.
The authority is guaranteed to elect its first female Leader at Friday’s Annual General Meeting, with three women contesting the top job following the end of Cllr Jon Harvey’s two-year term as leader.
The candidates are Cllr Tessa Hodgson, an unaffiliated independent and cabinet member for social services, Conservative group leader Cllr Di Clements, and Cllr Anji Tinley, the recently elected leader of the council’s Independent Political Group.
Tinley was first elected to the council in 2022.


Photos from a Jeremy Corbyn rally held in Haverfordwest ahead of the 2019 General Election show Tinley prominently holding a placard bearing the slogans “KICK THE TORIES OUT!” and “Back Corbyn vote Labour”.
The placard also carried Socialist Worker branding and featured an image of former Prime Minister Boris Johnson.
One photograph shows Tinley standing near the front of the crowd holding the placard, while another shows her at the same event as former Labour leader Jeremy Corbyn during his appearance in Castle Square.
The resurfaced photographs have prompted questions over Tinley’s political background and how that sits with her current leadership of the Independent Political Group, which contains councillors from a range of political viewpoints, including former Conservatives.


Political arithmetic
The council chamber remains finely balanced politically following a series of recent deaths and by-elections.
With the Independent Political Group currently holding 18 seats following the death of longstanding member Cllr Brian Hall, whose seat remains vacant pending a by-election, observers believe Tinley would require support from outside her own group to secure victory.
The Conservative group is the smallest organised political group in the chamber and is expected to back its own leader, Cllr Clements, in the opening round of voting.
That could potentially leave Tinley and Hodgson facing a second-round run-off vote — creating the politically unusual scenario in which Tinley may require Conservative support despite the anti-Tory messaging shown in the 2019 photographs.
Tinley responds
Responding to questions from The Herald, Cllr Tinley confirmed she attended the event but rejected suggestions that it reflected her current political role.
She said: “I do not dispute that I attended the event referenced in 2019. This was during the period leading up to a General Election nearly seven years ago, before I entered local politics, and I have never been a member of any political party.
“The political landscape has changed considerably since then. My role in local government today is as an Independent councillor and leader of the Independent Political Group.
“I am independent for a reason: I am not subject to party whipping, and I am free to vote in what I believe are the best interests of the people I represent and of Pembrokeshire as a whole.”
She added: “I do not bring national party politics into council decision-making. Within the Independent Group, there are councillors with a range of political backgrounds and views. Still, at the local government level, we work together independently and make decisions based on what we believe is right for Pembrokeshire rather than on party-political instruction.”
Tinley also suggested relationships within County Hall had become strained during the current administration.
“However, working together with the administration has not happened in chambers during four out of a five-year term,” she said.
She added: “Residents expect councillors to work pragmatically across political differences to deliver for local communities, and that has always been my approach. I have worked constructively with councillors from different political backgrounds and would continue to do so as council leader.”

Welfare facilities to care for rare breed of pigs built without permission approved
A CALL to allow a Pembrokeshire farm to keep welfare facilities to care for rare breed breeding Tamworth pigs has been given the go-ahead.
In an application to Pembrokeshire County Council, Sharron Nicolas, through agent Hayston Developments & Planning Ltd, sought a certificate of lawfulness permission for the creation of a welfare flat within a previously-approved agricultural building, plus a rear lean-to extension and the erection of two further sheds at Fairybank Fields Farm, Bethesda, near Clynderwen.
An application for a certificate of lawfulness allows an applicant to keep a development if they can provide proof of occupancy or use, without any enforcement taking place, over a prolonged period.
The previous agricultural building application was granted back in 2003.

A supporting statement accompanying the application said the two-level welfare unit in the 2003-granted shed “contains the necessary elements to allow overnight stays which are essential when the pigs are farrowing.”
It added: “Mr Allan and Mrs Sharron Nicholas have been owners of Fairybank Fields since 1998. Unfortunately, Mr Nicolas died in February 2025. Although managing the farm at Bethesda, they lived at Pleasant View, Cold Blow, Narberth meaning a round trip of some 12 miles per visit – a visit which was required on a daily basis because of the need to feed and generally care for their animals – which were and still are rare breed pigs together with a number of beef cattle.
“It is essential that the pigs require continuous care when farrowing or when there are other pressures on animal health. When such occasions occurred, it was the practice of Mr Nicholas to spend the night at the farm and to use the welfare provision.”
It said Mr Nicholas would have spent approximately three months’ worth of nights (circa 90 nights) staying over at Fairybank Fields – a period of some 12 years when the bedroom above had been created to late 2024 when his brother assisted Mrs Nicholas in caring for the pigs as Mr Nicholas was too ill.

It went on to say: “Whilst the principal activity at the Farm is the breeding of the rare breed, the Tamworth Pig of which there are only currently 290 breeding sows in the UK, Mr and Mrs Nicholas also have had beef cattle on their farm and Mrs Nicholas intends to re-start that element in 2026.”
An officer report recommending approval said a site visit had been undertaken finding no evidence of the unit being occupied as a separate residential dwelling, nor as a primary residence.
It said a range of evidence was submitted in support of the application, including a detailed timeline, aerial imagery and multiple witness statements “which consistently indicate that the rear extension to Building 1 was constructed circa 2008, Shed 2 was completed in September 2012 and Shed 3 was erected in 2015”.
It said historic aerial photographs and witness statements demonstrated “on the balance of probability, that the operational development was substantially completed well in excess of four years prior to the submission of the application and has not been subject to any material interruption,” considered to be lawful by virtue of immunity from enforcement action.
It was granted approval on that basis.

Resubmitted chocolate factory plans after previous refusal
A FRESH call to allow the retrospective conversion of office space to a chocolate factory, a beauty salon and laundrette has been submitted after a previous refusal.
In an application refused by Pembrokeshire County Council in March, Mr M Williams, through agent Preseli Planning Ltd, sought retrospective permission for the subdivision of an office on land off Scotchwell Cottage, Cartlett, Haverfordwest into three units forming a chocolate manufacturing, a beauty salon, and a launderette, along with associated works.
A supporting statement, for the chocolate manufacturing by ‘Pembrokeshire Chocolate Company,’ as part of the scheme said: “The operation comprises of manufacturing of handmade bespoke flavoured chocolate bars.
“Historically there was an element of counter sales, but this has now ceased. The business sales comprise of online orders and the delivery of produce to local stockist. There are no counter sales from the premises.”
It said the beauty salon “offers treatments, nail services and hairdressing,” operating “on an appointment only basis, with the hairdresser element also offering a mobile service”.
It said the third unit of the building functions as a commercial laundrette and ironing services known as ‘West Coast Laundry,’ which “predominantly provides services to holiday cottages, hotels and care homes”.
The application was refused on the grounds it represents an unjustified out of centre use with regard to the salon and nail bar, “insufficient information has been provided to justify the loss of B1 employment floorspace,” and “the introduction of a hairdressing salon and nail bar, uses typically found within established shopping centres, into this out of centre location would undermine the strategic role, vitality, and viability of Haverfordwest town centre”.
Since then, a resubmitted application aimed at addressing the reasons for refusal has been lodged.
A supporting statement with that resubmitted application says it has “included additional evidence in terms of a sequential assessment, financial viability and client needs to justify the mixed-use unit having an out-of-town centre location, which is of a scale that would not undermine the vitality and viability of the town centre and has a saturation of similar services being offered”.
It adds: “The application has also provided additional evidence to justify the loss of 70 square metres of a B1 unit not being harmful to employment land provision in the settlement, where adequate alternative provision remains.”
It says the scheme “would represent a suitable re-use of the building, which would not undermine the vitality and viability of the town centre or result in harmful loss of employment land,” and would not “result in any significant harmful impacts upon neighbouring amenity or the character of the area”.
The latest application will be considered by county planners at a later date.

Cabinet standing by original decision of crematorium services operations after review
A CALL to look at alternative ways of delivering Pembrokeshire’s crematorium services, which included the potential option of them being privately run, will not be preceded with following a decision by senior councillors.
At a special meeting of Pembrokeshire County Council’s Cabinet on June 22, members considered a May Cabinet decision on crematorium services in the county.
A report for members presented by Cabinet Member for Residents’ Services Cllr Rhys Sinnett said, at the March meeting of the council’s Services Overview and Scrutiny Committee, it was resolved to recommend that Cabinet undertake a review of fees and charges at Parc Gwyn Crematorium, with particular regard to the cost of direct cremation, and that Cabinet commission a comprehensive review of the crematorium’s future operational model, with the findings to be reported to the committee for consideration and scrutiny prior to any final Cabinet decision.
At the May meeting of Cabinet, members agreed to review fees and charges at Parc Gwyn along with a review of service delivery, efficiency and value for money, excluding alternative operating models, the report says.
An extraordinary meeting of Services Overview and Scrutiny Committee was held in response to a call-in from 11 councillors, all member of the council’s Conservative group, saying the Cabinet report materially altered the original scrutiny recommendation, the decision was not supported by sufficient evidence or benchmarking, financial considerations relating to “surplus” and “profit” were improperly weighted, alternative operational models were prematurely excluded, and that further scrutiny is required.
That committee agreed the matter be referred back to Cabinet for reconsideration.
The report for Cabinet members said: “Members who requested the call-in were dissatisfied with the way the issue was presented to Cabinet in regards to the second recommendation, which although was presented in full in the Cabinet paper, the officer recommendation removed the element relating to the review of the operating model.
“Members queried if Cabinet were given a fair opportunity to consider the merits of a full operational review. It was suggested that the officer report led Cabinet towards their conclusion by recommending against the operating model review.
“Whilst referral was made to the call-in not being in relation to privatisation, members in the previous services overview and scrutiny committee meeting had discussed this as a potential future option which resulted in the recommendation to review the operating model.”
The report says there “are well-established and unavoidable cost factors associated with any change in delivery model,” adding: “Should Cabinet now agree to include this aspect of the recommendation, Members should be aware that this will require the commissioning of an external consultant to carry out the review, expected to cost an estimated £30,000, financed from existing crematorium reserves.”
At the meeting, Cllr Sinnett said initial benchmarking of 18 of Wales’ 22 local authorities showed Pembrokeshire had the third lowest costs, with a full report expected for scrutiny in early 2027 followed by a Cabinet report expected next March.
Moving the original Cabinet decision be backed, he said he did not feel an alternate operating model would bring material benefits and would consume officer time, adding that any changes would also involve Carmarthenshire County council as a stakeholder in the crematorium.
Members unanimously backed the original decision.
