Plans to ban greyhound racing in Wales clear first hurdle

THE WELSH Government has taken a major step towards making Wales the first nation in the UK to ban greyhound racing after winning a key vote.

Senedd Members voted 36-11, with three abstentions, to support the general principles of the greyhound racing bill on December 16, paving the way for the sport to be outlawed by April 2030. However, the bill will be subject to further votes before becoming law.

Huw Irranca-Davies, the Deputy First Minister who is responsible for animal welfare policy in Wales, told Senedd Members the welfare of greyhounds must remain paramount.

“It is about protecting the lives and welfare of greyhounds in Wales,” he said. “Greyhound racing around a track poses an inherent risk of high-speed collisions, falls and injuries.

“Bringing this to an end… will keep animals safer. This bill shows we are a progressive nation committed to ethical standards, animal welfare and forward-thinking legislation.”

He said officials will continue to monitor the social and economic impact, including the effect on the Valley Greyhound Stadium – Wales’ last remaining track in Ystrad Mynach.

Mr Irranca-Davies, who visited the stadium in November, added that work is under way to ensure targeted support for workers before the bill comes into force.

The Deputy First Minister told Senedd Members: “I took the opportunity to listen to the concerns from trainers, track managers and other industry representatives.”

He argued the likelihood of racing going underground was low, telling the Senedd he had accepted most of the recommendations on the bill made by scrutiny committees.

Delyth Jewell, who chairs the Senedd’s culture committee which has been examining the bill, expressed concerns about the “accelerated” window for scrutiny. “We hope the reduced timetable followed for this bill will not set precedents,” she said.

Ms Jewell said opponents accepted injuries to greyhounds happen but argued that welfare has improved under regulation, warning of racing moving underground or across borders.

She raised evidence from supporters who suggested these measures cannot address the inherent dangers of racing dogs where “catastrophic injuries are at times unavoidable”.

She stressed that the available data on welfare measures and injuries is highly contested.

Ms Jewell expressed her personal view that the bill should be agreed during the stage-one debate despite “shortcomings” in the legislative process.

The Plaid Cymru deputy leader said: “Nobody, in giving evidence, contested the fact there will always be predictable and unavoidable harms that are inherent to greyhound racing.”

She added: “Compassion should be our compass and the law should reflect that.”

Mike Hedges, who chairs the Senedd’s legislation committee, warned of a lack of consultation and said relevant impact assessments have not all been completed.

The Conservatives’ Gareth Davies, who visited the Valley track last week, recognised welfare concerns but he voted against the bill, suggesting a ban was disproportionate.

Mr Davies said: “I saw, first hand, the kennels the dogs were kept in which were of a very high quality and I was satisfied that the industry is, rightly, more than willing to comply with the very high standards of animal welfare regulation.”

He was pressed by Labour’s Carolyn Thomas about his support for a sport which sees dogs “suffering life-ending or life-altering injuries in the name of gambling and entertainment”.

Mr Davies warned the bill had been rushed through, with “clear evidence that injury rates have fallen to historic lows under the current regulatory framework”.

Llŷr Gruffydd explained he would not support the principles of the bill, breaking with most of his Plaid Cymru colleagues, due to the “highly contested” evidence base. “A strong ethical basis alone doesn’t necessarily make good law,” he said.

Mr Gruffydd told the Senedd the bill was introduced without an evidence base, without comprehensive public engagement and without complete impact assessments.

Raising the risk of unintended consequences, he pointed out dogs could still be kept in Wales and raced in England – “increasing travel distances and welfare risks”.

Mr Gruffydd warned the bill falls short, saying: “We all share the goal of improving animal welfare but good intentions don’t always deliver good legislation.”

Conservative James Evans echoed these concerns as he argued against a ban, warning politicians were being placed in an “impossible position” without the necessary evidence.

Jane Dodds, leader of the Liberal Democrats in Wales, struck a budget deal with the Welsh Government last year which led to the introduction of the greyhound racing bill.

Ms Dodds, who has owned rescue greyhounds, said: “These are animals that have been raced, they have been cruelly treated and I’m not going to milk that word: it is cruel.” She paid tribute to the Cut the Chase charity coalition which has campaigned for change.

Labour’s Lesley Griffiths, John Griffiths and Carolyn Thomas; Plaid Cymru’s Siân Gwenllian and Luke Fletcher; and the Conservatives’ Altaf Hussain similarly spoke in support of a ban.

Mr Hussain told the Senedd: “Dogs are being subjected to horrendous injury and death… to maximise profits for the multi-billion-pound betting industry… enough is enough.”

The bill now moves to the next steps – consideration of detailed amendments by the culture committee then the whole Senedd – before a final stage-four vote.

Mark Bird, chief executive of the Greyhound Board of Great Britain which has launched a legal challenge to the plans, said the process showed the Senedd in the worst possible light.

Following the debate, he criticised a “dodgy backroom deal” and an “indefensible policy sham” which ignores the “condemnation and objections” of Senedd scrutiny committees.

Mr Bird warned: “This is neither good government nor good politics. This bill will do nothing to serve the priorities of the Welsh public, economy or animal welfare.

“Rather every instance of animal use in Wales – from horseracing to livestock farming – should prepare to be the next target of the animal rights movement and its political lackeys.”

He added: “Wales is sleepwalking into the arms of an animal rights future that no one has voted for and which ignores common sense, factual evidence and proper process.”

A spokesperson from the Cut the Chase Coalition – made up of Blue Cross, Dogs Trust, Greyhound Rescue Wales, Hope Rescue, and the RSPCA – said: “Today’s vote is so important and marks the latest step in what we hope will be the final lap for a pastime which is outdated, and puts animals at unnecessary risk. 

“In backing the legislation’s general principles, MSs have made a clear statement that the risks greyhound racing continues to pose to dog welfare are simply not defendable in the interests of sport or entertainment.

“Across the UK, the industry’s own data shows the thousands of injuries that have occurred in recent years as a result of racing, while hundreds of dogs have lost their lives.

“Ending greyhound racing is the only way to protect dogs from such avoidable and unnecessary risk; and MSs have today voted in line with public opinion after tens of thousands of people signed a petition urging the Welsh Government to take action.

“In the months ahead, we look forward to continuing to work with MSs as this legislation progresses… to ensure Wales joins the growing list of nations worldwide where greyhound racing has been consigned to where it belongs – the history books.”

Fate of Cosheston gypsy traveller site to be decided

A SCHEME for a gypsy traveller site near a south Pembrokeshire village will be decided by councillors rather than officers after a call for it to do so was narrowly backed.

In an application to Pembrokeshire County Council, Ryan Boswell and family seek permission for two traveller family pitches, and associated works, at Greenwells, Cosheston Bridge, near Pembroke Dock.

A supporting statement through agent Hayston Developments & Planning Ltd says: “The applicant and his father’s lifestyle and traditions fall within the statutory definition of Gypsies as defined in Welsh Assembly Government Circular 005/2018 ‘Planning for Gypsy, Traveller and Showpeople Sites’.

“Following the death of the applicant’s mother he, and his family need to return to cultural and traditional accommodation living in caravans. This site has been purchased by the applicant and is available for immediate occupation to enable the family to live in a tranquil and safe environment close to friends and acquaintances.

“There are no public or private pitches available within the county and unlikely to be so in the immediate future. The applicant has therefore identified and demonstrated an urgent need for appropriate alternative accommodation.”

It said it was not considered “this small-scale development for one family pitch for two static units in this location will cause any significant harm considering the more permissive approach provided by [planning circulars]”.

A call for a decision on the scheme to be made by councillors at a future planning committee rather than being delegated for officers was made at the December 16 meeting of the council’s planning delegation panel by local member Cllr Tessa Hodgson.

In her submission, Cllr Hodgson said:  “This application has implications for the whole of Pembrokeshire, and this is reflected in recent decisions to refer earlier similar applications to committee.”

Her submission included references to a similar scheme at Pincheston, south Pembrokeshire, which had been referred to committee.

Cllr Hodson’s submission added: “This application for two gypsy traveller pitches will have an impact on the local community and is finely balanced between the competing interest of providing gypsy traveller sites against development in open countryside on a site which is not within the identified development boundaries in either the currant local development plan or LDP 2.”

It was recommended a decision on the scheme remain delegated to officers; a report for members outlining a list of criteria where it could be decided by committee, which it said were not met.

Speaking at the meeting, Cllr Hodgson said there was little difference between this scheme and some other applications in the Cosheston area which had gone to committee, suggesting it warrants committee consideration on the grounds the proposed scheme, which has attracted a petition of concern of some 178 signatures, was outside the settlement boundary, in the open countryside.

Councillor Phil Kidney moved Cllr Hodgson’s call be approved, against officer recommendation, so both sides could have their say.

“There’s community concern regarding this; I think if it goes to committee it gets a fair hearing all sides can make their representations. Sometimes these applicants are demonised, it gives an opportunity to make their case at committee. I’m quite happy to support it going to committee so everyone can get a fair hearing.”

Cllr Kidney’s call, against the recommendation of officer delegation was supported by three votes to two, with one abstention, Cllr Hodgson, on the grounds she had made the call.

The application will be heard at a future planning committee.

Pleas to save fire-ravaged Manorbier school site heard

A PLEA for councillors to not act as “judge, jury and executioner” when the potential closure of fire-ravaged Manorbier is decided upon next year was heard at full council.

At the December meeting of Pembrokeshire County Council, members received a petition opposing the potential closure of Manorbier School.

Manorbier Church in Wales VC School and its adjoining schoolhouse was severely damaged by a fire on October 11, 2022, which broke out in the school roof space.

After that, a ‘school from school’ was set up in Jameston Village Hall.

It had been hoped the school would be rebuilt, but earlier this year members of Pembrokeshire County Council backed a report of the School Modernisation Working Group which, amongst other recommendations, included a statutory consultation on proposals to discontinue Manorbier Church in Wales Voluntary Controlled School.

The decision attracted strong local opposition, with more than 1,500 people signing a petition on the council’s own website calling for the school to be rebuilt, meaning it passed the threshold for a formal hearing by members of the council.

The formal consultation for the discontinuation of Manorbier closes in just a few days on December 19.

However, many of the council’s figures, especially on the level of surplus places at the school, have been strongly disputed.

Speaking at the December meeting, Richard Hughes, of Manorbier Community Council, said the council consultation was “deeply flawed and unlawful,” the quoted capacity figures after the fire damaged the original building “null and void,” with a true surplus of some 21 per cent.

“The school is clearly thriving under less-than-ideal conditions, your report claims 59 per cent [surplus], it’s misleading and artificial.”

He said the council was acting as “judge, jury and executioner” in its “deeply flawed” consultation.

Local member Cllr Phil Kidney said the staff, parents and pupils had been “living this process for three years,” adding: “At worst light we were misled for three years, living under this shadow, it’s not fair.

“We’ve been promised all along ‘we will rebuild this school; no matter what we do we will have to spend on this school, we have to hand it back in [a useable] condition.

“How members of staff have worked under these conditions for three years is amazing, the service they are providing in that school is fantastic.”

He criticised the consultation wording, feeling it painted Manorbier in an unfair light, saying it was stacked heavily in favour of St Florence school in a submitted question heard later at the meeting.

“We do feel there’s a hidden agenda, nothing more than a boost for St Florence school; we were led to believe was all about the positives and the negatives for the school; we have lost the trust in the director of education, we still feel we’re not been listened to.”

He said it was important councillors, when a final vote on Manorbier’s future, expected in March, keep an open mind “not just going along with the narrative: ‘We can’t afford it, and the figures are going down’.”

He went on to say: “We want to get the right vote, the moral vote, and get the school rebuilt.”

Cabinet member for education Cllr Guy Woodham praised the work at the school following the fire, saying he intended to “set the facts out” when it came to a final decision.

Leader of the independent group Cllr Huw Murphy said: “It just doesn’t sit right with me to close a school that has burned to the ground. Yes, we will respect the decision in March, however we haven’t handled the decision well. We need to do what’s right, and we haven’t done what’s right for Manorbier.”

Members agreed to note receipt of the petition prior to the final report before council in 2026.

Later in the meeting, Cllr Woodham disputed Cllr Kidney’s submitted question claim, Cllr Kidney telling Cllr Woodham: “We’ve put a lot of trust and faith in you on this consultation to make sure it’s fair and transparent. St Florence was referenced more times than our school, for a consultation I think it’s misleading.”

Cllr Woodham responded: “I will do my utmost to give a balanced report when I bring it back to full council.”

Welsh Government intervenes as Gwent health board’s finances ‘deteriorate rapidly’

THE WELSH Government has escalated intervention at Aneurin Bevan University Health Board to one step short of special measures, amid concerns about an £18m deficit and A&E failures.

Jeremy Miles, Wales’ health secretary, announced the Gwent health board will move to level four for finance and emergency care on the government’s five-point scale.

In an update on escalation at each NHS organisation in Wales, Mr Miles warned the health board’s financial position has “deteriorated rapidly” over the past year.

“It is forecasting an £18.3m deficit by the end of March. This is not acceptable,” he said, announcing he will revoke approval of the health board’s three-year plan.

Mr Miles said the health board had been at level three due to concerns about emergency care at the Grange hospital in Cwmbran but will move to level four.

He told the Senedd: “The health board has failed to deliver the required improvements… This will result in direct intervention by the Welsh Government… to improve the timeliness and quality of urgent and emergency care for people living in the Gwent region.”

Mr Miles announced Betsi Cadwaladr Health Board, in north Wales, would remain at level five or special measures. He pointed to interventions including a review of planned care, cancer and emergency services as well as an investigation into management of waiting times data.

But he raised “considerable” progress on governance and leadership at Hywel Dda Health Board following the appointment of a new chair and chief executive.

He announced Hywel Dda will be de-escalated to routine, level-one arrangements for governance and leadership. However, the west-Wales health board remains at level three for planned care and cancer as well as level four for finance and A&E performance.

He told Senedd members he was appointing a “senior turnaround director” to provide support to Cardiff and Vale Health Board, which was placed into level four in July.

Mr Miles said the escalation levels of Cwm Taf Morgannwg, Swansea Bay and Powys health boards, as well as other NHS bodies such as the ambulance services trust, will not change. All seven health boards in Wales remain in some form of escalated status.

In today’s (December 16) statement, Mr Miles said long waits are falling as he pointed to a 43% reduction in lost ambulance hours since the last six-monthly update in July.

But James Evans, the Conservatives’ shadow health secretary, questioned whether intervention is delivering meaningful improvements for patients and staff.

Pointing out that Betsi Cadwaladr Health Board has been “trapped” in special measures for most of the past decade, he told the Senedd: “It is deeply concerning that, once again, we see multiple health boards at levels four and five.”

Mr Evans urged ministers to publish performance metrics, risk assessments and evidence used to assign escalation levels to enable decisions to be properly scrutinised.

He warned focusing on local financial mismanagement of health boards risks ignoring wider, systemic challenges driven by the Welsh Government’s policy and funding decisions.

Plaid Cymru’s Mabon ap Gwynfor agreed with his Tory counterpart about “deeper and more systemic” failures becoming a “constant feature” of the government’s record.

“Measures that should be exceptional, temporary and used only as a last resort have instead become routine,” he said. “It is the people of Wales who are paying the price for that failure.”

The Plaid health spokesperson said Betsi Cadwaladr Health Board has come to “embody the Welsh Government’s failure to embed lasting performance improvement”.

Mr ap Gwynfor told the Senedd: “This situation suggests one of two things: either the special measures system itself is not working or there’s no ceiling to Labour’s mismanagement.”

Mr Miles emphasised that escalation is about supporting health boards, not punishing them. The health secretary also pointed to challenges in other parts of the UK, with 12 of the 14 health boards in Scotland also in escalation.

Speaking ahead of the Senedd debate, South Wales East MS Natasha Asghar said: “This serious intervention is a damning indictment of Labour’s track record when it comes to the health service here in Wales and it is my constituents who are paying the price.

The Conservative MS continued: “Our dedicated NHS staff go above and beyond day in, day out, often under unimaginable pressure, but they are being let down by the chaos and mismanagement from the Labour Welsh Government.

“The problems within our health service have been known for quite some time, yet it appears Labour politicians in the Senedd are either reluctant or totally incapable of doing anything to fix the system.

“The Welsh Government must now finally declare a health emergency and focus all efforts on improving outcomes for patients, driving down shamefully high waiting lists, and turning our health service around.”
