Steynton man fined after breaching dog mess and anti-social behaviour notice

A STEYNTON man has been ordered to pay more than £1,100 after repeatedly breaching a community protection notice relating to dog mess and alleged anti-social behaviour.

Dameon Thorne, of Plas Peregrine, Steynton, was found guilty in his absence of three offences when the case was heard at Haverfordwest Magistrates’ Court on Thursday, July 23.

The court heard that a community protection notice had been issued requiring Thorne to clear all dog faeces from the garden of his home and ensure that further fouling was removed promptly and not allowed to accumulate.

The notice also prohibited the use of abusive or offensive language towards residents or visitors to Plas Peregrine, as well as abusive or threatening verbal or written communications towards officers from housing association ateb.

Thorne was found to have breached the notice on April 28, May 19 and May 20 this year.

Magistrates imposed a £440 fine for the first offence, with no separate penalties imposed for the remaining two breaches.

He was also ordered to pay prosecution costs of £500 and a £175 victim services surcharge.

The total amount owed to the court is £1,115, which must be paid by August 20.

Force responsible for policing Pembrokeshire criticised after an officer understated the amount stolen from a vulnerable care-home resident

A JUDGE has ordered a review by Dyfed-Powys Police after an error in calculating the value of fraudulent cheques left almost £4,000 missing from the compensation sought for an elderly victim.

Although the offences took place at a care home in Llanelli, the criticism concerns Dyfed-Powys Police, which is responsible for policing Pembrokeshire as well as Carmarthenshire, Ceredigion and Powys.

Swansea Crown Court heard that Claire Harding, 34, and Kelly Jones, 45, stole £31,912 from 89-year-old William Jones while working in senior positions at the Haven care home.

Harding was the home’s manager, while Jones was the assistant manager.

The victim, who had experienced a mini-stroke and had difficulty writing, would sign blank or partly completed cheques intended to cover his care fees. The women had offered to complete the remaining details for him, but ten cheques were instead used to take money for themselves.

However, the fraud charge put before the court stated that £28,000 had been stolen, rather than the correct total of £31,912.

The court was told that a Dyfed-Powys Police officer had incorrectly added together the value of the ten cheques, creating a £3,912 shortfall.

The mistake emerged shortly before sentencing after the defendants had already repaid the £28,000 figure contained in the charge.

Prosecutor Harry Dickens asked the court to order each woman to pay a further £1,956 to make up the difference. Both agreed to pay the outstanding amounts.

Judge Huw Rees strongly criticised the police handling of the financial evidence and questioned how such a basic error had occurred in a serious fraud investigation involving only ten cheques.

He described the situation as “absolutely disgraceful” and said Dyfed-Powys Police needed to improve its handling of such cases. He also raised concerns about the length of the investigation, which had taken almost two years to reach court.

The judge requested a formal review into how the mistake was made.

Dyfed-Powys Police said the matter was being examined following the judge’s request and that a response would be provided after the findings had been presented to the court.

The fraud began in around March 2024, only a few months after Mr Jones had moved into the home.

The offending was uncovered later that year when his bank contacted him about an unrelated cheque issue and raised concerns about a number of payments made to Kelly Jones.

Mr Jones then contacted a friend, who alerted the care home. Both women subsequently lost their jobs and admitted fraud.

The court heard that Harding had worked at the home for 13 years, while Jones had been employed there for around a year.

Lawyers representing the women said they were ashamed of their actions and had faced significant personal and financial difficulties. Harding had no previous convictions, while Jones had four previous offences connected to an aggravated vehicle-taking case in 2007.

Judge Rees said the victim had been treated appallingly by people who had been trusted to care for him.

Harding, of Caroline Street, Llanelli, and Jones, of Cedric Street, Llanelli, were each sentenced to 12 months in prison, suspended for 18 months.

They were also ordered to complete 180 hours of unpaid work and 15 days of rehabilitation activity.

The case has wider relevance across west and mid Wales because Dyfed-Powys Police serves one of the largest geographical policing areas in England and Wales, including the whole of Pembrokeshire.

Driver sentenced for cannabis offences on Cleddau Bridge and in Wolverhampton

A WOLVERHAMPTON motorist has been disqualified from driving after admitting two separate cannabis-driving offences, including one on the Cleddau Bridge.

Doel Lyons appeared before Haverfordwest Magistrates’ Court on Thursday (July 23), where he pleaded guilty to both charges.

The first offence took place on December 22, 2025, when Lyons drove a Honda Civic along the A477 Cleddau Bridge at Pembroke Dock.

A blood test showed seven micrograms of Delta-9-tetrahydrocannabinol, the main psychoactive compound in cannabis, per litre of blood.

The second offence occurred on March 30 this year, when Lyons drove the same Honda Civic along Tithe Croft in Wolverhampton with cannabis in his blood above the legal limit.

Magistrates imposed a 12-month driving disqualification for each offence and fined Lyons £233 on each charge.

He was also ordered to pay £85 in prosecution costs in relation to each conviction.

The court register does not specify whether the two periods of disqualification are to run concurrently.

Separate allegations that Lyons drove another vehicle while over the cannabis limit and without insurance in Staffordshire in September 2025 remain outstanding.

No pleas have been entered to those charges, which were adjourned for a plea hearing at Wolverhampton Magistrates’ Court on July 29.

Pembrokeshire teenager given referral order after shoplifting spree

A PEMBROKESHIRE teenager has been given a 12-month referral order after admitting a string of shop thefts and damaging a police vehicle.

The youth appeared before Haverfordwest Magistrates’ Court on Thursday (July 23), where guilty pleas were entered to 11 theft offences committed between April and June.

The offences involved shops in Haverfordwest, Milford Haven and Neyland, with alcohol targeted in the majority of the incidents.

Items stolen included BuzzBall alcoholic drinks, vodka, cans of Red Bull, crisps, chewing gum and a sandwich.

The court heard that several of the thefts took place at retail parks in Haverfordwest and Milford Haven, while others occurred at stores in Neyland and Milford Haven town centre.

The individual also admitted causing £180 worth of damage to a Dyfed-Powys Police vehicle in Neyland on June 26.

Magistrates imposed a 12-month referral order, which will require the teenager to work with the Pembrokeshire Youth Offending Team and comply with a contract agreed with a youth offender panel.

Compensation totalling £336.77 was ordered in relation to the stolen property and damage to the police vehicle. The teenager’s guilty pleas were taken into account.

The court imposed reporting restrictions under the Children and Young Persons Act 1933. Nothing may be published which could identify the youth.
