Investigation confirmed after inspectors visit Many Tears Animal Rescue

Licensing authority declines to comment as police confirm attendance at Carmarthenshire rescue centre

AN INVESTIGATION is underway following a visit by licensing inspectors to the premises of one of the UK’s largest dog rescue organisations.

Authorities attended Many Tears Animal Rescue on Tuesday (Mar 10), with Dyfed-Powys Police confirming officers were present during the visit in a supporting role.

Police stressed that their officers were not leading the operation and were only present to prevent any breach of the peace.

A spokesperson for Dyfed-Powys Police told The Herald: “Officers attended the premises in a supporting capacity only, to prevent any breach of the peace. The visit took place without any need of police involvement or intervention.”

Enquiries about the purpose of the visit were directed to Animal Licensing Wales, the body responsible for overseeing animal establishment licensing across Wales.

When contacted by The Herald, Animal Licensing Wales confirmed it could not comment further.

In a statement, the organisation said: “We are unable to comment on this matter due to an ongoing investigation.”

The RSPCA Cymru has also confirmed it was not involved in the visit.

An RSPCA spokesperson told The Herald: “The RSPCA did not attend this premises on March 10 so did not participate in any visit that took place.”

Many Tears Animal Rescue, based in Carmarthenshire, is one of the largest dog rescue charities operating in the UK and is known for rescuing and rehoming thousands of dogs each year.

Founded by Sylvia and Bill Van Atta, the organisation operates from the former Cawdor Kennels site, which it purchased in 2004. The centre houses large numbers of rescue dogs while also working with foster carers who temporarily care for animals before they are placed in permanent homes.

The organisation takes in animals from a variety of sources, including commercial breeding establishments and other rescues, before placing them with new owners across the country.

Animal Licensing Wales operates under the Animal Welfare (Licensing of Activities Involving Animals) (Wales) Regulations 2021, which require organisations involved in activities such as animal boarding, breeding, and rehoming to meet strict standards relating to animal welfare, veterinary care, record-keeping, and the management of animals kept at licensed premises.

The nature of the investigation has not yet been disclosed.

Many Tears Animal Rescue has built a significant following among dog adopters across the UK, regularly rehoming animals rescued from breeding establishments, pounds and other rescue organisations. The Carmarthenshire centre is widely known among rescue supporters and veterinary volunteers, with many dogs travelling to new homes across Britain after being rehabilitated at the site.

Investigations involving animal licensing authorities can include inspections of facilities, checks on welfare standards, and reviews of record keeping and veterinary care arrangements. Under Welsh regulations, organisations involved in activities such as boarding, breeding or rehoming animals must meet strict licensing conditions designed to safeguard animal welfare.

Tenby harbour dredging work scheduled

VISITORS and harbour users in Tenby are being asked to take care while dredging work is carried out at the harbour entrance next week.

Sand will be removed from the mouth of Tenby Harbour and deposited at the northern end of North Beach. The work is not expected to affect vessel movements in the harbour.

Operations will begin on Monday (Mar 16) and are scheduled to continue until Wednesday (Mar 18).

Tenby Harbourmaster Chris Salisbury confirmed that the necessary licence for the dredging work is in place.

He said: “We ask that members of the public keep clear of the operating area while the machinery is in use and that dogs are kept on a lead during this time.”

Cllr Rhys Sinnett, Cabinet Member for Residents’ Services at Pembrokeshire County Council, said the work was essential to keep the harbour functioning properly.

“I’m grateful to our officers for carrying out this work at Tenby Harbour,” he said. “The dredging is essential for the continued operation of the harbour.

“The timing has been dictated by the tides, and these dates represented the final opportunity to complete the work before boats are returned to the water.”

Plea to remove decades old ‘unviable’ planning conditions from property

THE FINAL stage of removing decades old agricultural planning condition ties to a Pembrokeshire property has been given the go-ahead by Pembrokeshire planners.

Back in December, Tim and Cathy Arthur were granted permission for the removal of an agricultural worker-only condition at New Creamson, Creamston Road, near Haverfordwest by members of Pembrokeshire County Council’s planning committee.

An officer report for members said the agricultural condition was imposed when the dwelling was built in 1988/89, with a recent certificate of lawful development granted after it was proven the site had been occupied for more than 10 years on breach of that condition.

An application for a certificate of lawfulness allows an applicant to stay at a development if they can provide proof of occupancy over a prolonged period.

Speaking at that meeting, agent Andrew Vaughan-Harries of Hayston Developments & Planning Ltd told members the original agriculture worker-only condition was a poor decision by planners back nearly four decades ago for a 50-acre farm that “should never have been approved as it shouldn’t have been viable”.

Since that approval, an application by Mr Arthur before the March committee sought removal of a Section 106 legal agreement, entered into back in 1994, tying New Creamson to the agricultural land along with an agricultural worker condition.

A report for members recommending approval added: “The applicant wishes to separate the land from the dwelling as the dwelling can lawfully be occupied not in connection with agriculture,” recommending that S106 agreement be removed.

Speaking at the March meeting, Mr Vaughan-Harries, who said his clients were not farming the land at all, described the latest application as “just tidying up the paperwork”.

“If you release this today it allows the useful farmland to be released to other agricultural uses.”

Approval was moved by Cllr Mark Carter and unanimously supported by committee members.

Manorbier school closure approved while insurance claim still unresolved

Council confirms negotiations with insurer ongoing following 2022 fire

PEMBROKESHIRE COUNTY COUNCIL has confirmed that negotiations with its insurer over the fire that destroyed Manorbier Church in Wales VC School are still ongoing, despite councillors voting to move ahead with the process of closing the school.

The small rural school has been operating from Jameston Community Hall since the original building was badly damaged by fire in October 2022.

Last week, during a meeting of full council on Thursday (Mar 5), members voted to authorise the publication of a statutory notice to discontinue the school.

Insurance negotiations not highlighted during debate

During the council debate on Thursday (Mar 5), councillors were told that the insurance settlement offered following the fire fell “far below” the estimated cost of reinstating the school.

However, no indication was given during the meeting that negotiations with the insurer had not yet been finalised.

The council has since confirmed to the Herald that discussions over the claim are still ongoing and that the final settlement figure has not yet been agreed.

The decision means the formal closure process will now begin, with pupils expected to transfer to nearby St Florence School if the proposal ultimately goes ahead.

However, in response to questions from the Herald, the council confirmed that the insurance claim relating to the fire has not yet been finalised.

A communications officer at the Council said on Thursday (Mar 12) that negotiations with the insurer are continuing.

“The total value of the insurance settlement offered or received in relation to the Manorbier School fire – negotiations with the insurer are ongoing so we are unable to comment,” he said.

The council also confirmed that the insurance claim has not yet been settled.

Rebuild costs estimated at around £2.6m

During the council debate, Cabinet Member for Education Cllr Guy Woodham told councillors that the insurance settlement offered following the fire was “far below the estimated cost of reinstating the school to a suitable operational standard.”

Feasibility work previously presented to councillors suggested the cost of rebuilding or reinstating the school building would be in the region of £2.6 million.

The council has confirmed that the insurance policy carries an excess of £200,000.

When asked whether any insurance funds had been allocated elsewhere within the council’s capital budget, the authority said none had been used.

Campaigners argued insurance should fund rebuild

Supporters of the school have repeatedly argued that insurance money from the fire should be used to rebuild the village school.

The consultation process attracted 252 responses, with 228 opposing the closure and only 20 supporting it.

Many parents and residents also raised concerns that the school had previously been expected to be rebuilt following the fire.

At a Cabinet meeting in March 2023 the council agreed to support the reinstatement of the school subject to feasibility work and the development of a business case.

However, the subsequent analysis concluded that rebuilding the school would not represent value for money in the context of pupil numbers and the wider school estate in the Tenby area.

Questions remain over insurance position

The confirmation that insurance negotiations are still ongoing raises further questions about the financial context surrounding the decision to close the school.

While councillors were told that the settlement offered by insurers falls “far below” the estimated cost of reinstating the school, the council has not yet disclosed the value of the insurance cover that was in place at the time of the fire.

The Herald has asked Pembrokeshire County Council to confirm the insured reinstatement value of the Manorbier School building when the fire occurred in October 2022.

If the building was insured for significantly less than the estimated rebuild cost, it could raise wider questions about insurance cover for public buildings across the county.

The Herald has therefore also asked the council to clarify whether other schools and council-owned buildings are insured at their full reinstatement value, and when those insurance valuations were last reviewed.

For now, the council says negotiations with its insurer are still taking place.
