A PETITION call for backing for a Pembrokeshire council group looking at its previous climate change commitment will be heard by councillors.

Last July, councillors agreed to set up a group to review its own decision to declare a climate emergency some six years ago.

In May 2019, the council declared a climate emergency following a notice of motion by Cllr Joshua Beynon, committing to becoming a zero-carbon local authority by 2030.

At the July 2025 meeting of Pembrokeshire County Council, a successful notice of motion by the late Cllr Mike Stoddart called for the establishment of a working group to review that decision.

That led to a recent petition, by Lynda Duffill of West Wales Climate Coalition, which attracted 725 signatures, calling on the council to reaffirm its Declaration of a Climate Emergency, and retain the ambition to deliver Net Zero Council operations by 2030.

That petition was considered at the October meeting of full council; members agreeing the working group be asked to ensure the petition is included as evidence in its consideration of the matters referred to it by the council resolution in July 2025.

This led to a further petition, concerned at a potential increase in council tax from a re-affirmation of a Declaration of a Climate Emergency.

The latest e-petition, on the council’s own website, created by Carolyn Ellis, reads: “We call upon all elected members of Pembrokeshire County Council to support and to take seriously the working group tasked with the review of the ‘climate emergency’ called in 2019 (by the-then 21-year-old councillor Joshua Beynon) and to question the hefty funds needed to spend on ‘net zero’.

“We refer to the recent petition by the West Wales Climate Coalition which purports to speak for the residents and council tax-payers of Pembrokeshire.

“There is potentially a far higher number of residents who do not share this unsubstantiated view and who are extremely concerned about the potential for huge hikes in council tax, especially if this tax is linked in future to the carbon efficiency of homes and businesses.

“This was hinted at as a possible lever for encouraging ‘compliance’ with decarbonising homes in the ‘Better Homes, Better Wales, Better World’ report. Therefore, not only could we be faced with more taxes, but also inevitable deterioration in service provision by PCC.”

The current petition runs to March 26, and has attracted 253 signatures to date.

Any petition of between 100 and 499 signatures triggers a debate at one of the council’s Overview and Scrutiny Committees, and any over 500 a debate at full council.

FUNDING has been secured to repair a key piece of flood infrastructure at Monkton Bridge in Pembroke, with work due to start on Monday, February 16, and last around three weeks.

Local county councillors Jonathan Grimes and Aaron Carey said the money had been obtained from the Welsh Government’s Flood and Coastal Erosion Risk Management (FCERM) Emergency Capital funding stream, following a Notice of Motion raised at the council in response to recent flooding on the Commons.

According to Cllr Carey, the funding will be used to repair the trash screen by Monkton Bridge — designed to catch debris and help manage water flow — and to create a safe access platform so the screen can be cleared more safely during periods of poor weather.

Cllr Grimes said the announcement was “great news” following the motion brought to council, while Cllr Carey described it as “good news” for the area after residents raised concerns about flooding.

The Herald understands the work is intended to improve both the reliability of the trash screen and the safety of the crews tasked with keeping it clear when conditions are at their worst.

Residents are being advised to expect activity on site from Feb 16, with works scheduled to run for approximately three weeks.

A CALL for Pembrokeshire County Council to join other west Wales authorities in calling for its pension funds to be divested from companies profiting from genocide is to be heard by full council.

Recently, a call for Ceredigion County Council to stress it does not wish to be involved in companies connected with Israel during the ongoing Gaza crisis through its pension fund was backed by councillors.

A notice of motion before Ceredigion County Council’s October meeting, proposed by Cllr Endaf Edwards, said: “The ongoing and deeply concerning conflict in Gaza has led to significant loss of innocent life and widespread humanitarian suffering.

“Despite a temporary ceasefire in January 2025, hostilities have resumed, and conditions on the ground continue to deteriorate.”

Its calls included: a commitment to ethical governance and global justice; to express it does not wish to be associated with companies potentially complicit in war crimes or human rights violations; to write to the Welsh Pension Partnership, conveying these concerns and requesting a review of current investments; to request that the Dyfed Pension Fund and Welsh Pension Partnership strengthen their ethical investment policies; and to call on the Dyfed Pension Fund Committee and Welsh Pension Partnership to regularly review and publicly report on progress toward divestment from unethical holdings.

Following that, a petition was submitted on Pembrokeshire County Council’s own website, making a similar call.

The Pembrokeshire petition, started by Sarah Davies of Solidarity with Palestine Pembrokeshire, read: “We call upon Pembrokeshire County Council to pass a resolution calling on Dyfed Pension Fund to divest our pension money from companies profiting from genocide.

“As residents of Pembrokeshire, we are deeply concerned that the Dyfed Pension Fund (DPF) invests millions of pension fund money in companies complicit in Israel’s genocide, occupation, and apartheid against Palestinians. In addition, DPF uses the multinational asset management firm BlackRock to manage 40 per cent (£1.4 billion) of its total assets. BlackRock has been cited in a recent UN report as profiting from genocide.

“Carmarthenshire, Ceredigion and other Welsh councils have already committed to divestment. We call upon Pembrokeshire County Council to use its influence to urge Dyfed Pension Fund to divest from these companies.”

The recently closed e-Petition attracted 560 signatures.

If a petition gets 500 signatures, the creator will have an opportunity to debate it at a future full council meeting.
